Programmer Analyst IV

Open Technology Group is looking for an experienced Programmer Analyst to use analytic and design skills and programming techniques to translate business requirements into high quality systems that deliver real business value. The successful candidate will have the ability to identify project goals, define requirements, and use structured analysis to formulate and execute program development plans. Must be creative, capable of managing large, complex projects, and possess the strong leadership skills required to inspire and motivate team members through project completion.

General Requirements

  • Bachelor’s Degree in Computer Science or related field
  • 6-8 years of relevant experience
  • Strong verbal and written communication skills
  • Strong background in requirements gathering
  • Experience researching new technology in the area of data reporting or visualization is a plus
  • Ability to work independently or as a member of a collaborative team
  • Experience with Federal government is preferred, but not required
  • Experience with NOAA is a plus

Primary Duties & Responsibilities

  • Consults with users to identify program objectives
  • Reviews and analyzes current systems
  • Researches alternatives, including emerging technology, and provides recommendations
  • Effectively deals with legacy systems and provides input on their re-architecture and refactoring
  • Provides full life-cycle system development that includes research, planning, development, testing, implementation, and maintenance
  • Outlines steps required for program development
  • Develops all program documentation and operations guidelines, and end user manuals
  • Provides technical guidance to less experienced team members
  • Collaborates with external consultants to develop unique applications when needed

Key Knowledge, Skills, & Abilities

  • Best practices in application development and design
  • Scrum and Agile software development methodologies
  • High level understanding of requirements analysis, system studies, business processes, planning, and design of new systems/processes
  • Comprehensive knowledge of advanced programming techniques, networked and centralized operating systems, and enterprise database products and development suites
  • Working knowledge of relational databases and client-server concepts
  • Proficiency in a wide variety programming languages
  • Strong analysis and troubleshooting skills
  • Capable of managing large, complex projects
